A permanent resident of Canada is eligible for the health care services of the province of residence. 2. Who can I include in my immigration application? Immediate family members such as a spouse or common-law partner and dependent children may generally be included in a Canadian immigration application. 3. Can I establish a business in Canada without first immigrating to Canada? Yes, it is often possible for a foreign individual to establish a business and work in Canada. A business owner, executive, or manager (and in some cases employees with specialized skills which are critical to the new division) may be eligible to seek a Canadian work visa in order to engage in the establishment and growht of the Canadian enterprise. Depending on the goals of the individual, a permanent resident application can also be submitted while a work permit is held.
